Well, I had a similar problem and fixed as follows:
1. Open My Documents
2. Go to Electronic Arts -> The Sims 3
3. Then you delete a file named "DiscFailure.txt"
Edited by me. But if this way does not work, reinstall the game. If this is not always e-mail and I'll send you a hacked file to get the Sims 3 people going. simpson_h@y7mail.com
Do a complete uninstall and just try to reinstall the game and re-enter your product key.
